The Master Plan article should contain general information about the Master Plan. What is the Master Plan? What is the history of the Master Plan, etc.

In its infancy, this article should be just a dump of information from various sources. As one particular area grows and overwhelms the page, its content should be moved to a subpage. For example, Master Plan/Case Quad. These subpages should also be tagged as belonging to the Master Plan category.
