The Software Center allows individuals affiliated with the university to obtain software for free, kindof. While software is available there, some of it comes with requirements that it only be run from a wired, on-campus faceplate, or while using the VPN. Other software (Endnote, for instance) requires that users first pay a fee, and still have to deal with the on-campus / VPN requirement.

One of the excuses for the "Technology Fee" is that students have access to the software center, so it makes sense to get your $420 worth.
