There is a unique problem with accessing the PEAR web site at Case. Browsing the site is extremly fast, however, when one attempts to download a package, the initial response takes 60-120s to respond. Network engineers are aware of the problem. To get around the issue, find an open proxy server and configure PEAR to use it to download packages. Another option is to use the Coral cache of pear.php.net: http://pear.php.net.nyud.net:8090/
