[edit] PREAMBLE
As authorized and required by Case Western Reserve University, we, students of Case Western Reserve University, do establish and hold this Constitution and form Cleveland Public Schools Connection in order to provide an after school program for middle school students in Cleveland inner city schools and a positive adult influence in students’ lives that will encourage them to remain in school and avoid negative influences.
[edit] ARTICLE I. Membership
[edit] SECTION 1. ELECTED OFFICERS
The following officers shall be elected and shall form the Executive Council:
- President
- Vice President
- Treasurer
- Secretary
- Program Coordinator
- Information Technology Official
[edit] SECTION 2. GENERAL BODY
Any interested in regularly attending Cleveland Public Schools Connection meetings and share in the work of this organization shall be a member of the General Body. Additionally, any member who regularly participates in the programming at the public schools shall also be a member of the General Body.
[edit] SECTION 3. VOTING
All of the above members shall have voting rights.
[edit] ARTICLE II. Officers
[edit] SECTION 1. TERM OF OFFICE
All officers shall have a term of office beginning with the organization inauguration and ending with the University Commencement.
[edit] SECTION 2. DUTIES
All officers shall work to build a better social and educational program for students of Cleveland Public Schools and shall attend all meetings of the Executive Board and General Body.
- The President shall
- Approve all plans and events;
- Coordinate between officers;
- Be responsible for coordinating meeting times and places;
- Be the direct connection with Cleveland Public Schools, the Center for Civic Engagement and Learning at Case Western Reserve University, and other campus organizations; and
- Be the direct connection for CPSC and off-campus organizations.
- The Vice President shall
- Assist the President in heading the organization;
- Assume all presidential duties in absence of the actual President;
- Approve of veto general event plans and academic programs in accordance with this Constitution;
- Facilitate on- and off-campus relationships between CPSC and other organizations; and
- Assume main advertising responsibilities (although all members are expected to collaborate and help with these duties).
- The Treasurer shall
- Create a budget in conjunction with the Program Coordinator and President for each semester during their term;
- Be responsible for obtaining and maintaining funding in conjunction with the secretary;
- Maintain the organization budget for events each semester;
- Be responsible for fundraisers and donations from non-university affiliated sources; and
- Be responsible for and keep a record of any budget forms submitted to USG.
- The Secretary shall
- Record, store, and distribute minutes of the General Body meetings;
- Maintain contact information about the Exectutive Board;
- Maintain the member list and member contact information;
- Maintain an updated Constitution;
- Document and store a list of group affiliates;
- Be responsible for contacting the General Body about upcoming General Body Events; and
- Be responsible for contacting the General Body about elections.
- The Program Coordinator shall
- Be responsible for program ideas;
- Maintain records of public school student participation; and
- Facilitate the implementation of programming in the public schools.
- The Information Technology Official shall
- Be responsible for maintaining an and all websites; and
- Generating new ways to use the internet to advance the mission and goals of CPSC.
[edit] SECTION 3. VACANCIES
- If the office of President becomes vacant, the Vice President shall assume that office.
- If any office other than that of the President becomes vacant, the President shall appoint a replacement.
[edit] SECTION 4. ELECTIONS
- Any Executive Board member or General Body member as defined in Article 1 Section 2 may run for office.
[edit] SECTION 5. OFFICE APPOINTMENTS
- The Program Coordinator and the Information Technology Official may be appointed by the President at their discretion.
- The Program Coordinator and the Information Technology Official positions may or may not be open to election at the discretion of the Executive Board.
[edit] ARTICLE III. Expulsion
[edit] SECTION 1
Any member of the Executive Board shall be expelled from that body by a two thirds majority vote of the Executive Board and the General Body if the body feels that the member has failed to fulfill the required duties and level of dignity of his or her position.
[edit] SECTION 2
Charges for expulsion shall be presented to the President, who shall preside over the ensuing trial of any other member. If the charges are against the President, the Vice President shall receive the charges and preside over the trial.
[edit] SECTION 3
If an officer is expelled, that officer shall relinquish all responsibilities and connections with Cleveland Public Schools Connection for the remainder of that academic year and that office shall be considered vacant, to be filled in accordance with this Constitution.
[edit] ARTICLE IV. Quorum
A minimum of fifty percent of the General Body membership plus one member shall be required for the General Body to conduct any business in accordance with the Event Ratification process in which
- A member devises a plan to present to the Vice President who
- Accepts the event which is then presented to the President or veto the event, granting the member the right to present directly to the President who
- Asks the member to present the plan to the General Body to ratify or veto the plan.
[edit] ARTICLE V. Amendment
This Constitution shall be amended by a two thirds majority vote of all members present. Any amendments must be submitted in writing at the Executive Board meeting at least on week prior.
[edit] Article VI. Non Discrimination
[edit] Section 1
Cleveland Public Schools Connection does not discriminate on the basis of sex, gender identity, religious affiliation, national origin, disability, marital status, ethnicity, skin color, race, HIV status, health status, age, economic status, ancestry, sexual preference or orientation, political affiliation or cultural background.

Violation of above section shall be reported to the President, if the violation was committed from any other Executive Board member or any general body member, or to the Vice-President, if committed by the President.

Violation of Section 1 shall result in serious reprimand and possible revocation of participation privileges for a set period of time to be determined by an advisory council at minimum and permanent expulsion from CPS Connection at the most.
[edit] Section 4
In the instance of a violation of Section 1, as required by Section 3, an advisory board shall be established to review the case and decide on the appropriate actions. The advisory board shall consist of five members, of whom two shall be members of the Executive Board and three shall be active members of CPS Connection. The accused shall not be permitted to sit on the advisory board.
- The accused and the accuser shall have a right to a hearing within two weeks of notifying a member of the Executive Board about the violation.
- Both the accused and the accuser may submit evidence to the advisory board. The advisory board shall hear evidence from both the accuser and the accused.
- Both the accused and the accuser shall be allowed to make statements to the advisory board on their own behalf.
- The advisory board shall reach a decision within two days of the hearing and shall notify each party of their findings, in at least one of several ways:
- In writing
- Through email
- By phone
- Decisions of the advisory board may be appealed, in which case a new advisory board shall be formed.
- No members from the original advisory board may be on the appeals advisory board.
- The appeals advisory board repeats the process outlined in section 4.
- Decisions of the advisory board are final.
