Templates are pages which can be inserted into other pages. They text you see on a stub article is an example of a template.

[edit] Accessing Templates

Templates are accessed by surrounding the template name with doubly curly braces. For example the stub template is accessed with {{stub}}. Parametes can be passed by templates with the parameter_name=vlue syntax, seperated by vertical pipes, for example {{ech | id=GTK | name=Glennan, Thomas K.}}

A list of all templates is available by selecting the Templates namespace from the pulldown list on Special:Allpages.
